has been Head of the Unit International Cooperation at the Ministry for Intergenerational Affairs, Family, Women and Integration of the Federal State of North Rhine-Westphalia since 2005. From 1985 to 1987 he was a project manager for the vocational training organisation Entwicklungszentrum Dortmund, then worked as an academic researcher for Sozialforschungsstelle Dortmund, a major social sciences institute of Technische Universität Dortmund. From 1991 to 1994, Winfried Mengelkamp was head of the Economic and Structural Policy/Technical Policy department at the North Rhine-Westphalian section of the Confederation of German Trade Unions (DGB). He then served as a scientific advisor to the State Parliament of North Rhine-Westphalia. Winfried Mengelkamp was head of the departments Retail and Services, Commerce and Trade and Strategic Planning and Controlling in the State Ministry of Economic Affairs and Energy from 1998 to 2005. Additionally, he is a member of numerous institutions, including chairman of the development foundation Deutsche Stiftung für internationale Entwicklung (DSE), member of the shareholders convention of InWEnt gGmbH, member of the supervisory board of the Bonn International Centre for Conversion (BICC), chairman of the advisory council of the InWEnt Service Agency Communities in One World and member of the board of trustees of the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE).
