Pierre PougnaudPierre Pougnaud is technical adviser at the Delegation for International Action of Local Authorities of the French Ministry of Foreign and European Affairs as well as chairman of the European College of Experts in Public Administration (ECEPA) in Paris. He graduated from the Ecole Nationale d'Administration (ENA) in Paris in 1971 and is the author of numerous publications on local democracy, European matters (e.g. "Local Communities and Europe", 1992), administrative organisation and development strategies. Pierre Pougnaud has also acted as consultant in more than 50 countries on behalf of the UNDP, the World Bank and the European Union. In 2008, he co-founded the Dakar Group, and is now Executive Vice-President of the Global Local Forum, which advocates a territorial approach to development and international cooperation, especially at the regional level. In addition to this, Pierre Pougnaud is chairman of the Foyer d'Echanges et de Rencontres administratifs mondiaux (FERAM), an NGO dedicated to worldwide exchanges between high civil servants, in collaboration with ENA.
